πŸ‘‰ Article 11 of the Convention on the Rights of People with Disabilities (CRPD - United Nations) which commits to guaranteeing the protection of persons with disabilities in the event of disasters and emergency situations is still poorly applied by governments (it is seen during the SAR-COV-2 pandemic and the war in Ukraine).

πŸ‘‰ An European Disability Forum research showed that out of 55 European and Asian countries surveyed, only 5 had specific attention to persons with disabilities in the event of disasters. There are many lack of attention and lack of initiatives.

πŸ‘‰ Persons with disabilities are not vulnerable but become vulnerable for barriers and discrimination produce by society, in emergency situation too.
The construction of inclusive protection systems is a process whose essential elements are: the involvement of organizations of persons with disabilities in all emergency clusters, a systematic collection of data (mapping of persons with disabilities for rescue and first assistance, adaptation of means and tools, specific training for operators and persons with disabilities, inclusion in national and territorial emergency plans, legislation and resources invested.
